State Auditor John Dougall and State Representative Kim Coleman talk with attorney and Salt Lake Tribune editorial writer Michelle Quist about the majority opinion from the 10th Circuit Court regarding the SB54 appeal by the Utah Republican Party. SB54 (2014) created a signature route to the primary ballot for certain types of political parties. Quist explains the majority opinion that SB54 placed a minor burden on political parties as well as the associated finding of a state interest.

Dougall and Coleman then talk with Constitutional Law Professor Richard Seamon, University of Idaho. Seamon discusses the compelling arguments in the dissenting opinion from the 10th Circuit Court. Seamons explains the dissent’s perspective that SB54 placed a significant burden on the Republican Party and that the State of Utah failed to outline any compelling state interest.
