Utah Legislature's Tax Restructuring and Equalization Task Force has begun a "listening tour" across Utah.  Do we have a shortage in tax revenue or a surplus of funding requests? They discuss the statistical growth in tax revenue and the rules that keeps the surplus from one tax revenue source from being used to cover a shortage in another.
