State school board member Spencer Stokes and State Senator Howard Stephenson talk with former SLC police officer Eric Moutsos about SB 154 -- Banning Ticket Quotas. Moutsos plays a recording which proves that SLC Police require quotas.

Stephenson and Stokes then interview Chris Bloxham regarding HB 330 -- Requiring Consent to Record Conversations, which would have outlawed the kind of recording Moutsos used to prove ticket quotas.
